Each year, Electronic Resources and Consortia Program hosted by CONCERT invite scholars, publishers, and research agencies to brainstorm new academic views for advancing Taiwan’s scholarly communication services. In recent years, the development of technology and the transformation of the academic industry have created a significant impact on the development of library information services and academic trends. The 2019 Program featured the theme “Shaping the New World,” focusing on discussions of global trends in scholarly publishing.

Held at the International Conference Hall of National Taipei University of Technology from November 14 to 15, the 2019 Electronic Resources and Consortia Program centered around issues concerning publishing, including new technology of the internet, artificial intelligence, research data science, open science, and technology policy. Touching on some of the highlights from technology, Dr. Seo TaeSul, the Director of Open Access Center of KISTI from Korea, talked about Open Access Status and Challenges in Korea. Dr. Tobin Magle, a Science & Engineering Data & Information Specialist from the University of Wisconsin-Madison, shared Library research data management services from the United States perspective. The Director of Product Management Artificial Intelligence of Atypon, Dr. Hong Zhou, discussed “Online Publishing Platforms and the Advancement of Scientific Communication.” The Assistant Professor of Department of Library and Information Science of National Taiwan University, Dr. Wei Jeng, delivered a speech focusing on the topic “RDM? RDS? RDI? Furthering research support: Academic librarianship and research data.”

Audrey Tang, Digital Minister of Executive Yuan, was also invited to discuss the issue of “How Taiwan achieves SDGSs together.” The other six talks were given by the representatives of ProQuest, Elsevier APAC, Airiti Inc., Clarivate Analytics, JSTOR, and iGroup, exploring issues on open science, open access, research data, Plan S, and the application of AI for increasing library usage. The two-day event saw 402 attendees, including librarians from the Chinese University of Hong Kong and Hong Kong Baptist University. The distinguished guests were impressed by Audrey Tang’s presence and his speech, and highly recognized the presentations and events of the Program.
